Modernization of Special Airworthiness Certification (MOSAIC) Fact Sheet

The FAA’s final rule, Modernization of Special Airworthiness Certification (MOSAIC), responds to evolving aviation and airmen needs, providing for future growth and innovation without compromising the safety of light-sport category aircraft. MOSAIC increases the availability of safe, modern, and affordable aircraft for recreational aviation, flight training, and certain aerial work.


 


The MOSAIC final rule has two effective dates. On October 22, 2025, the following changes became effective:


 Pilot training and certification rules and privilegesRepairman certification, maintenance rules, and tow-hitch installationClass G airspace and right-of-way rules


 


Changes affecting the removal of the “light-sport aircraft” definition from 14 CFR § 1.1, airworthiness certification requirements, and operations (including operating limitations), will take effect on July 24, 2026.
